Maximum wholesale mark-ups to prices for medicines in Moscow are reduced on average y 3.7%. At the same time, in the most demanded VED price group costing from 100 to 500 rubles, reduction of the maximum size of the wholesale mark-up will be 5%.
Last year, the FAS Russia developed and approved the Methodology, which began to comply with the new edition of the Law on Circulation of Medicines.
These documents have led to uniformity in the application of value-added tax (VAT) in the calculation of wholesale surcharges and eliminated the hypothetical possibility of discrimination between organizations depending on the general or simplified taxation system.
The FAS Russia methodology came into force on March 1st, 2021. Taking this into account, the antimonopoly department initiated a revision in all regions of the maximum wholesale and retail mark-ups to the actual prices of producers for essential medicines in order to ensure their maximum availability for citizens.
It should be emphasized that they are established by the constituent entities of the Russian Federation according to the specified FAS methodology and are necessary to prevent uncontrolled peak changes in drug prices in pharmacies and a shortage of drugs included in the VED list.
Currently, the Antimonopoly Service has approved a draft of new wholesale premiums that will operate in Moscow. It provides for their reduction by an average of 3.7%. This decline is primarily due to changes in drug price ranges and other factors.
In order for all market participants to have time to switch to the new system of allowances, the Resolution of the Moscow Government will enter into force on November 1st, 2021.
FAS notes that by the end of the year, the size of the wholesale mark-ups will be revised in all regions.
