Prime Minister Mikhail Mishustin appointed Igor Artemyev, who previously headed the Federal Antimonopoly Service, as his assistant.
The head of the FAS will now be Maxim Shaskolsky. The relevant documents were published on the website of the Cabinet.
During the 16 years, Mr Artemyev was the head of the FAS, antitrust
regulation has become an essential tool for the development of market
relations, and the FAS has essentially become a modern, effective
regulator. Russian antitrust legislation has been brought in line with
the best international standards. FAS was ranked amongst the top ten
national antimonopoly authorities in the world in terms of the
effectiveness of law enforcement. In recent years, the FAS has moved
from the function of protecting competition to the function of its
development. Thanks to the work of Artemyev's team, FAS became one of
the most transparent public procurement systems in the world.
FAS has done a truly tremendous job in the field of healthcare. Now the Service is conducting an economic analysis of the feasibility of setting prices for drugs from the VED list, comparing them with prices for medications in reference countries. In total, since 2016, the Antimonopoly Service has reduced more than 1,000 maximum manufacturer's selling prices for vital drugs. The average reduction was 40%.
The FAS was also one of the first in the world to conduct
investigations against foreign IT giants, such as Google, Apple,
Microsoft, Samsung and others on the facts of their abuse of dominant
position and fined violators.
Mishustin thanked Artemyev for his work and wished Shaskolsky good luck in his new position.
