The close cooperation between Russian and Chinese regulatory authorities is strengthening economic ties and fostering competitive markets. This was stated by Sergey Puzyrevsky, State Secretary and Deputy Head of the Federal Antimonopoly Service of Russia (FAS), during the opening ceremony of the 11th China Fair Competition Forum in Beijing.
At the beginning of his speech, Sergey Puzyrevsky expressed gratitude to his Chinese counterparts from the State Administration for Market Regulation (SAMR) for their long-standing and fruitful cooperation.
The deputy head of FAS emphasized that economic ties between Russia and China are steadily developing and strengthening. Mutual investments are showing rapid growth, and the volume of trade between the two countries continues to rise.
Puzyrevsky noted that, under current conditions, antitrust regulators play an important role in shaping an effective market environment, curbing unfair practices, and creating equal opportunities for businesses.
In 2023, the “fifth antimonopoly package” of amendments to the Competition Protection Law came into force, enabling FAS Russia to implement more effective response measures in digital markets. In 2024 and 2025, a large number of complaints were reviewed concerning the actions of major e-commerce players. The analysis revealed practices that had a negative impact on consumers and small businesses. These practices included opaque mechanisms for blocking, contract conclusion and termination, unjustified penalties, and uncoordinated price changes.

FAS of Russia is currently working with relevant government bodies on legislative initiatives that will form the “sixth antimonopoly package.”
Continuing his remarks, Sergey Puzyrevsky stated that FAS places particular emphasis on protecting competition in socially significant markets and effectively assessing economic concentration transactions. The agency continues its efforts to detect and suppress violations of antitrust laws, including combating cross-border cartels.
The agency also works to prevent unjustified price increases for essential and life-saving medicines. In 2024–2025, more than 16,000 prices were analyzed, with around 1,500 of them reduced by an average of 15%. To ensure access to modern and complex medications, including those not registered in Russia, FAS collaborates with the “Circle of Kindness” foundation in negotiations with pharmaceutical companies on pricing.
Puzyrevsky reported that FAS, like SAMR, pays special attention to the development of antitrust compliance, recognizing it as one of the most effective tools for ensuring adherence to antitrust legislation. Currently, approximately 200 large Russian companies, as well as all federal executive bodies and their subordinate organizations, have adopted antitrust compliance systems.
In conclusion, Sergey Puzyrevsky highlighted the importance of international cooperation. Antitrust authorities of Russia and China actively cooperate within BRICS and the SCO, and jointly promote their initiatives at the UN Conference on Trade and Development (UNCTAD).
