Russia Unveils National Competition Development Plan Through 2030

The Russian government has introduced a comprehensive national plan to foster competition across key sectors of the economy through 2030, Deputy Prime Minister Alexander Novak announced on October 6.

The plan, developed under the directive of Prime Minister Mikhail Mishustin, is designed to support Russia’s broader national goals and presidential initiatives. It outlines targeted measures aimed at improving competitive dynamics in sectors such as education, healthcare, transportation, retail, and agriculture.

According to Novak, the plan’s core objectives include removing barriers for businesses, enhancing the management of state assets, developing financial markets, and supporting high-tech and innovative industries.

Key initiatives within the document include:

  • Detecting and dismantling cartels
  • Creating regional “roadmaps” to promote competition
  • Deepening cooperation with antitrust agencies in BRICS and SCO member countries
  • Regulating digital platforms to prevent monopolistic abuses
  • Digitizing the appeals process for competition-related cases
  • Launching a land selection service for agricultural use
  • Establishing a national portal for innovation supply and demand
  • Streamlining the refinancing process for mortgage loans

Implementation of the plan, officials say, is expected to promote sustained economic growth, ensure fair pricing, and improve the quality of goods and services across Russia.

“It is crucial that all scheduled initiatives are completed on time. The future development of our country and its economy depends on it,”

 Prime Minister Mishustin emphasized.

The announcement comes as Russia concludes its current national competition development plan for 2021–2025. Among its achievements:

  • Regional competition development roadmaps are now in effect nationwide
  • A national concept for wholesale food markets and organized trade was approved
  • The BRICS International Center for Competition Law and Policy was established
  • Interchangeability of pharmaceutical products was ensured
  • Fees for mobile internet sharing and domestic roaming in Crimea were eliminated
