Russia’s State Duma Passes Law on Legalization of Parallel Imports

Russia's State Duma deputies approved a bill proposed by the government on the legalization of parallel imports in Russia. The norm is valid only in 2022.

Now the law will have to be approved by the Council of Federation and the President of the Russian Federation, after which it will come into force.

Thus, in Russia the ban on importation into the country by Russian companies of goods without the permission of the right holder is removed. The law applies only to goods from the list approved by the Ministry of Industry and Trade of the Russian Federation. This list includes both specific brands (e.g., Land Rover, Apple, Dyson, Siemens) and product categories (e.g., seedlings and flowers, streetcars, boats, etc.).

The law will protect Russian companies importing goods without the rights holder's permission from possible civil, administrative and criminal liability, according to the Duma's website.

Earlier it was reported that Russian marketplaces (among them Yandex.Market and Ozon) have developed their own schemes for importing goods of brands that have left Russia.
