The General Office of the CPC Central Committee and the State Council of the People's Republic of China issue guidelines on improving price regulation mechanisms
The Office of the Central Committee of the Communist Party of China and the State Council of the People's Republic of China have issued guidelines on improving the country's price regulation mechanisms, which combine market instruments with state regulation of key industries.
Specifically, the document includes the following main directions:
1. Establishing a healthy pricing system that will facilitate the efficient allocation of resources. This measure implies market-based pricing reform, accelerated market development in key industries, and the creation of a competitive and orderly market environment.
2. Innovating the price regulation mechanism to develop and ensure the security of key industries, which includes the following areas: improving the pricing policy in the agricultural sector to promote stable and guaranteed supplies of food and important agricultural products, reasonable energy pricing to promote green and low-carbon transformation, a reliable pricing mechanism for utilities to promote sustainable development, a balanced pricing policy for government services to ensure the availability of such services, and innovating the pricing policy for public data to develop the digital economy.
3. Improving the price regulation mechanism to keep commodity prices at a reasonable level. As part of this step, it is necessary to strengthen control over the general price level, strengthen the basis for stabilizing prices of important commodities, and strengthen control over abnormal fluctuations in prices of such commodities.
4. Transparent and predictable mechanism for controlling market prices, which includes standardization of pricing behavior, strengthening of price control and verification, and highly effective joint management (joint control of the state, enterprise and society).
5. Strengthening the capacity for price management. In this case, it is necessary to create a system of control and warning in the pricing process, monitor and control the process of cost creation, and improve laws and regulations related to pricing.
