​Diogo Thomson de Andrade

President, Administrative Council for Economic Defense of Brazil (CADE)

Diogo Thomson de Andrade has built a nearly two-decade career within Brazil’s Administrative Council for Economic Defense (CADE), joining the authority in 2007 as a federal prosecutor. Over the years, he worked across multiple functions — from litigation and administrative investigations to senior management — gaining broad institutional experience in competition enforcement. In 2012, he was appointed Deputy Superintendent, a role he held for more than a decade, and twice served as acting Superintendent-General (July–October 2017 and July 2021–April 2022), overseeing the agency’s operational activities during critical periods. Before and alongside his work at CADE, he also served at the Ministry of Justice’s Department of Economic Protection and Defense and has been a federal attorney at the Attorney General’s Office (AGU) since 2004.

In 2023, de Andrade joined CADE’s Tribunal as a councilor, completing a career path that spans virtually all levels of the authority. At the Tribunal, he has been involved in key antitrust cases, contributing to jurisprudence on price-setting practices by professional councils and advancing the debate on vertical restraints. He has also worked on major merger reviews, including high-profile telecom transactions, and played a role in shaping discussions on digital markets, notably through a decision related to Google News. He holds a PhD in Law from IDP and a master’s degree in Philosophy of Law from PUC-SP.
