The report was prepared by leading experts from a number of research departments of the Higher School of Economics - the Center for Structural Policy Research, the Institute for Statistical Studies and Knowledge Economics, the Institute for Law and Development of the Higher School of Economics - Skolkovo, the Institute for Legal Regulation Problems, the Information and Coordination Center for Cooperation with the OECD, the Institute for Economics of Transport and Transport Policy, the Institute of Education. The purpose of the report is to highlight certain challenges in the legislative response to technological change and to propose possible principles for "new regulation". The report identifies a number of critical areas of regulation from the point of view of breakthrough scientific and technological and economic development: regulation of data turnover; artificial intelligence; unmanned transport; cryptocurrency markets, agricultural technology markets, comparing the experience of different countries and evaluating the advantages and disadvantages of different approaches to regulation. On their basis, new challenges in the context of radical technological changes and certain principles of "new regulation" are discussed.
