Egypt Launches Voluntary Peer Review Report on Competition Law

The Report provides an independent assessment of Egypt's competition law and policy.

Egypt's Minister of Planning, Economic Development, and International Cooperation, Rania A. Al-Mashat, participated in the launch event for the Voluntary Peer Review Report of Egypt’s Competition Law

This Voluntary Peer Review Report provides an independent assessment of Egypt's competition law and policy, focusing on the Law on the Protection of Competition, its Executive Regulations, and key aspects such as anticompetitive behaviour and merger control. It also evaluates the Egyptian Competition Authority (ECA) in terms of its independence, powers, and case history.

Building on the analysis undertaken, recommendations are proposed to improve the legal and institutional frameworks as well as the effectiveness of competition law and policy of Egypt.

The event, organized by the Egyptian Competition Authority in collaboration with the United Nations Conference on Trade and Development (UNCTAD), took place under the auspices of Prime Minister, Mostafa Madbouly.

During her speech, Al-Mashat emphasized the Egyptian government’s commitment to boosting competitiveness and creating an investment-friendly environment. 

She highlighted the importance of transparent governance and accountability, which are central to the government’s efforts to attract sustainable investments and empower the private sector. 

The event, attended by key officials and stakeholders, underscored the need for fostering public-private partnerships to drive economic growth.

Al-Mashat discussed the 2022 amendments to Egypt’s Competition Protection and Anti-Monopoly Law, stressing its role in safeguarding market competition, reducing monopolistic practices, and promoting free economic activity. 

She also noted that international financial institutions require competitive bidding for procurement processes, ensuring fairness in funded projects.

The minister outlined Egypt's 2024-2027 work program, which includes enhancing private sector participation in development, advancing human capital, and promoting technological progress. 

She concluded by referencing Egypt's recognition by the UN Economic and Social Commission for Western Asia as one of only two Arab nations with an "advanced" competition law system, reinforcing the country’s alignment with international best practices in market governance.
