Andrey Tsyganov, Deputy Head of FAS Russia, also spoke about this at the 19th session of the UNCTAD Intergovernmental Group of Experts on Competition Law and Policy.
As Andrey Tsyganov noted, due to the lack of tools for international cooperation in the fight against cross-border cartels, it is important to focus on developing cooperation mechanisms and expanding and updating methodological documents, which is especially important for countries with developing and transitional economies.
To solve this problem, the deputy head of the FAS Russia proposed to designate as the goal of the UNCTAD working group on cross-border cartels for the following years the development of a detailed and systematic UN manual on international cooperation in the field of combating cross-border cartels.
The new document will significantly facilitate the process of establishing international contacts in the antitrust sphere and increase the efficiency of investigations into the activities of cross-border cartels.
The UN member states positively received the initiative of FAS Russia; the corresponding provision was enshrined in the resolution documents of the 19th session of the IGE UNCTAD.
