Russia's Major Marketplaces to Create the Association of Digital Platforms

Among the association's tasks, in addition to the development of such platforms, is the development of adequate regulation of platform employment and taxation, RBC reports.

The largest Russian marketplaces Wildberries, Ozon, Yandex, Avito and SberMarket will create the Association of Digital Platforms. Andrey Sharonov, CEO of the National ESG Alliance, may become the chairman of the Association; Yuri Bogdanov, Executive Director of the Expert Councils at the Russian Union of Industrialists and Entrepreneurs (RSPP), may become the general director.

The purpose of the Association will be the development of digital platforms and platform economy, special attention will be paid to the regulation of platform employment and taxation, Andrey Sharonov explained to RBC. In addition, the companies that founded the association are very interested in promoting the ideas of sustainable development, he said. Sharonov also reminded that the share of the platform economy in the world is rapidly growing. "Taking this into account, the companies creating the association can be a benchmark in terms of developing sustainability in business," he concluded.

"The launch of the Digital Platform Association is a way to build effective self-regulation of the IT industry. It is needed to build a constructive dialog, exchange of opinions and experience between market participants, the state and consumers to protect the interests of all parties,"

The creation of the Association can indeed be seen as a step towards self-regulation of platforms, said Mikhail Shikhmuradov, an expert of the BRICS Competition Law and Policy Centre. This initiative is in line with the approach of the Federal Antimonopoly Service of Russia, which seeks to form transparent and open digital markets, protect the rights and interests of all participants, including consumers, suppliers and platform owners. These goals are reflected in the basic Principles of interaction between participants in digital markets developed by the regulator.

"The initiative may have notable consequences for competition and the market, reducing the need for strict state regulation, uniting efforts in areas such as taxation, labor relations and international legislation, facilitating the development of common standards and practices," 

the expert noted. 

In addition, the Association can become a platform for sharing best practices and innovations, which will contribute to the development of the industry as a whole, creating a constructive dialog with government authorities, and developing a more balanced and effective regulatory environment, Mikhail Shikhmuradov added.
