This and other issues were on the agenda of the first meeting of the Public Council of the Service this year.
Andrey Tsyganov, Deputy Head of the FAS of Russia, delivered information on the final report to the extended board of the FAS of Russia and spoke about antimonopoly control measures in the power industry, fuel and energy complex, housing and utilities, communications and digital markets, transportation, construction and natural resources, healthcare, agro-industrial complex, industry, financial markets, as well as in the social sphere.
Andrey Tsyganov also spoke about the progress of key projects of FAS of Russia. Among them are the national system of price indicators, control over the reform of state and municipal unitary enterprises, the draft law on a unified procedure for sectoral bidding, GIS “Antikartel” and the creation of tariff regulation service FGIS Tariff.
Artem Malinovsky, Deputy Head of the Department for Interaction with Territorial Authorities and Coordination of Competition Development Projects, described the measures implemented in 2024 to reduce antimonopoly compliance risks. All planned indicators of antitrust compliance efficiency have been achieved, and a report on the functioning of antitrust compliance of FAS of Russia in 2024 has been prepared.
Alina Semyonova, Deputy Head of the Department for Combating Cartels and Control of Closed Procurement, reported on the progress of work on the project for prevention, suppression and detection of agreements restricting competition GIS “Antikartel”.
Dmitry Bombyr, Deputy Head of the Department for Control over Placement of Government Order, reported on the methodological recommendations being developed by FAS of Russia on inclusion in the Register of Unfair Suppliers to eliminate subjectivity of decision-making in the central office and territorial bodies of FAS of Russia.
During the meeting, representatives of the FAS of Russia and members of the Public Council also discussed the process of considering appeals from citizens and organizations.
